TALK Hong Kong Launches Report on Legal Pathways for Adult Survivors of Child Sexual Abuse 1654 2338 TALK Hong Kong

Hong Kong — 22 October 2025

TALK Hong Kong is proud to announce the release of our latest research paper titled Legal Pathways for Adult Survivors of Child Sexual Abuse. This comprehensive document explores the various civil, criminal, and anti-discrimination avenues available to adults in Hong Kong who have survived child sexual abuse (CSA).

Over the years, we have observed that many survivors face significant challenges when seeking justice. Our research reveals that the reporting rates for CSA remain alarmingly low, with many survivors unaware of their rights and the options available to them. The purpose of this paper is to shed light on the intricate landscape of legal avenues and to empower survivors to navigate the often-daunting legal system.

Key Findings

This report presents a trauma-informed overview designed to assist survivors, frontline workers, legal practitioners, and policymakers. It offers accessible insights into critical topics including:

  • Time Limitations and Exceptions
  • Types of Civil Claims and Remedies
  • Criminal Recourse Options
  • Anonymity and Privacy in Civil Proceedings
  • Protections and Support for Victims in the Criminal Process

The research has been reviewed by legal experts including solicitors, barristers, and law professors, ensuring that the information provided is both accurate and relevant to those in need.

Bridging the Gap

As highlighted by Taura Edgar, Founder of TALK Hong Kong: “Many survivors of child sexual abuse are unaware of the legal pathways open to them. This report aims to bridge the knowledge gap, offering clear guidance on how to pursue justice in a way that minimizes additional trauma.”

Despite the complexities involved, we believe that by providing comprehensive resources and education, survivors can be better equipped to make informed decisions about their options.

Towards Change

This document will evolve as Hong Kong’s legal landscape changes. We invite contributions from experts and community members to ensure it remains a relevant and impactful resource.

In preparing for the imminent Mandated Reporting of Child Abuse Ordinance, we see this report as a crucial tool for improving the safety and well-being of children across Hong Kong. With proper support and education, survivors can feel empowered to speak out and seek justice.

TALK Hong Kong’s initiatives are designed to resonate with the cultural and social realities of our community, equipping adults with the tools to recognize, prevent, and respond to child sexual abuse.
