Child Safeguarding Policy

1.         Policy Statement and Scope

At TALK Hong Kong, we are committed to ensuring the safety and well-being of children, even though we are not directly child-facing. This Child Safeguarding Policy applies to all representatives of TALK Hong Kong, including contracted staff, volunteers, and board members. It sets out our commitment to creating a safe environment for children and outlines the behavioral standards expected from everyone associated with our organization.

2.       Behavioural Standards (Code of Conduct)

a.     Treat all children with respect, dignity, and kindness.

b.     Display high standards of professional behaviour at all times, providing a positive role model for children and young people.

c.      Never hit, physically assault or physically abuse children including the use of corporal punishment or any harmful practices.

d.     Never engage in any form of sexual activity or develop physical/sexual relationships children under the age of 18.

e.     Refrain from any behavior that may harm or put children at risk.

f.      Communicate and interact with children in an open, transparent, and age-appropriate manner.

g.     Respect the rights, integrity, and dignity of children regardless of their differences in age, sex, gender, nationality, ethnic origin, race, language, religious belief, ability, disability, health, socio-economic or cultural background, or any other circumstances.

h.     Report any concerns or suspicions of child abuse or neglect promptly and following the reporting procedures outlined in this policy.

3.       Reporting and Response

a.     All representatives of TALK Hong Kong have a duty to report any concerns, suspicions, or disclosures of child abuse or neglect.

b.     If a child is in immediate danger or requires urgent medical attention, contact the local authorities or emergency services.

c.      Reports should be made to the designated Child Safeguarding Focal Point within TALK Hong Kong: Taura Edgar

d.     The Child Safeguarding Focal Point will ensure that all reports are handled sensitively, confidentially, and in accordance with established protocols.

4.       Confidentiality

a.     All information related to child safeguarding concerns, reports, and investigations will be treated with strict confidentiality.

b.     Access to such information will be limited to authorized personnel involved in the reporting and response process.

c.      Data protection measures will be implemented to ensure the secure storage and handling of sensitive information.

5.       Accountability and Review

a.     TALK Hong Kong is committed to regularly reviewing and updating this Child Safeguarding Policy to ensure its effectiveness and compliance with relevant laws and regulations.

b.     Representatives of TALK Hong Kong must receive appropriate training and support to understand and adhere to the policy.

c.      All representatives of TALK Hong Kong must attend the Stewards of Children training within a reasonable time of engagement.

d.     Lessons learned from incidents, near-misses, or policy reviews will be documented and used to improve our child safeguarding practices.

e.     Regular internal audits and evaluations will be conducted to assess the implementation and effectiveness of the policy.


This Child Safeguarding Policy is a reflection of our commitment to protecting children from harm and creating a safe environment within our organization. It is the responsibility of every representative of TALK Hong Kong to familiarize themselves with this policy and adhere to its principles.
